Combining forces to create a unified network of short-term earthquake forecast.
The same network, on the recommendation of Professor A.V. Nikolaev can give an accurate forecast of volcanic eruptions.
Technical parameters of the network that uses monitoring of the Kozyrev-Yagodin (Kai-wave) wave:
1. The accuracy of determining the location of the epicenter is 20 - 50 km (depending on the step between stations (300 - 700 km)).
2. Forecast of the beginning and end of earthquake shocks.
3. Separate forecast of shocks in the same epicenter with a time interval between shocks of 30 minutes - 1 hour.
4. The reliability of the forecast is 95 - 100% (due to the use of the precursor of the same wave that carries energy for the earthquake).
5. The measured anomaly parameters can be used for additional data: hypocenter depths, synchronous earthquakes in several epicenters, and others.
6. The lower forecast threshold is a magnitude of 3 to 5.
7. The lead time of the forecast is from several hours to 6 - 7 days. (Depending on the availability of the forecast network.)
8. A combination with additional methods is possible, which increases the speed of interpretation, accuracy, reliability, lead time of the forecast, preliminary forecast.

Enterprises can be created in states that agree and are ready to finance this work at the government level. The enterprises will be united in a single network. This increases the accuracy and reliability and increases the lead time for the onset of earthquakes. All created enterprises will participate in contracts, according to the created volumes of stations and shares in the Unified Network. The earlier an enterprise is established, the earlier it starts to receive income.

Finally managed to break through the granite wall of the bureaucracy of the Russian Academy of Sciences and the media.
