By both question and discussion, I confirm that the hydro model and GIS model should be integrated to a single model called hydrogis model, and such work is done by a modeler - may be a software developer or hydro/gis modeler. then such a tool provides the interaction between decision-makers and the recipients in the urban flood management scenarios. then when develop a hydrogis model to urban flood management the following components' concerns should be considered.
1. Hydro Model
2. GIS model
3. The modeler
4. The recipients
5. The Decision-makers
However, this happens before the COVID situation. therefore I requested you all to give your views on the sufficiency of the components. Thank you all
