For instance, you said some workers should stay at home, the same set of workers will go to markets, attends events such as wedding without following COVID-19 guidelines?

Already, European health experts are strongly suspecting the area that:
People have been attending lots of small gatherings that went un-noticed, without adhering to self protection steps like use of face masks and hand sanitazing, and may have contributed to the new wave of infections in America and Europe, with spill over into some other Tropical Nations like India,.
The winter season has been also implicated as very likely added factor to the 2nd wave of infection.
In fact, German Chancellor, after receiving feedback for experts in the healthcare in Germany and other European Nations warned that if people don't re-adhere to self protection steps that prevent community transmission, the world should get ready for a 3rd wave- based on advise and warnings she received from Epidemiologists, health scientist and clinicians.
It seems that when it hits hard, and people see the reality on ground, they retrace their arrifant steps which exposes them to the risk.
It does not mean that when one takes preventive steps he or she will not be infected, but what it does is that it greatly reduces the risks of being infected and chances for morbidity and mortality due to Covid-19 which is

One of the best forms of preventing SARS-COV-2 infection is by strictly adhering to the precautionary measures in place. Hence, residents are strongly urged to follow these measures regardless!

I consider it a complex question because even the best of models suited to our beloved country (Nigeria) will still suffer setbacks in terms of implementation and adherence, but something must still be done.
These setbacks may not necessarily be due to the faults of the actors involved as there are lots of factors at play in this case. That Social Determinants of Health (SDH) thing again.
So, I think irrespective of what model is used in this case scenario, What's most important is that mass awareness of what COVID-19 is as well as it's economic importance is achieved.
I'm not sure to what extent that has been achieved, but that secular does increase that awareness.
But then, with all that has been said, there is a need to move towards a data-driven model suited for the Nigerian epidemiological climate.
There may not be need for re-appraiser but everybody has to be on his/her toes and should have it at the back of their mind; that there is a need for everyone to see each other as potential carrier of the infection. So, maximum precaution must be taken by everyone most especially when gather for an occasion.
