You can use Topaz or DiffracEVA to identify mineral and quantify it but I think both software not free. You can also use Match! software.

As JCPDS software is limited to run on window XP as most of the people have PDF2 version available. For using JCPDS with higher version is not available with most of the researchers. Therefore I am suggesting you to use following ICSD site which is much better than that as it consist all the latest results. The site is:

Open this, Choose the elements and click on search, you have the results of XRD pattern of compounds having that elements which you have used in input.

You can also use MATCH and Panalytical X'pert high score software for JCPDS data.
