You can use ANSYS CFD or FLUENT to solve this problem easily. You can find a lot of resorces of similar problems done using FLUENT.

I have attached mostly simulation setup parts in simulation. For meshing u have to refer some other tutorials (these tutorials are not recommended). I'm not familiar with fluid- structure interaction problems, so I can’t help u much.
For the analysis of linear problems, generally Finite Element Method (FEM) is used. Can we use FDM as well?
