I suggest you to have a look on Prof. Niko Paech, University of Oldenburg, Germany (short but informative article in German and English http://www.postwachstumsoekonomie.de/html/paech_okonomie-jenseits.html ). Crucial elements in his conceptual model are 'happiness' and 'local identity'.
For a critical analysis of policy shifts to emphases on happiness/well-being and connections of this to sustainability (and also some interesting local-level case study material), see this recent book by UK social scientist Karen Scott:

It's really very exciting interconnect these three themes and envision something that can be used by all interested in building something better for the community.
