you may find a set of Matlab codes at the link below. This is a Norden Huang's team's website. There are many codes for EMD/EEMD, instantaneous frequency and amplitude estimation, and Hilbert-Huang spectrum. The Hilbert-Huang spectrum codes are designed as time-frequency-energy distribution, but you can change it into time-frequency-amplitude easily. If you seek more detail about Hilbert spectrum, I'd recommend the original paper by Huang (see below).

There are also codes written by Rilling and Flandrin. You can get them here:

In their package you will also find codes for Hilbert-Huang spectrum estimation.
