Looks like it is available through Ebscohost, so a library that has access to that should have it.
I checked the WorldCat database. I found that, in the United States, both Wake Forest University and the University of Richmond should have the 1997 volume. There are probably other U.S. libraries that have the 1997 volume. If you ask your library to get the article for you through Interlibrary Loan, the librarian will probably use the WorldCat database and might request it from one of the libraries I mentioned, or from a different one. Sometimes WorldCat shows a library’s exact holdings; other times it doesn’t. But, the librarian who handles Interlibrary Loan will take care of that for you. Best wishes!
