You can try the following command to implement double hurdle model:

dhreg

but you have to install the command using

ssc install dhreg

You can simples run probit for the first binary decision, i.e., First hurdle

Stata syntax: probit DV IVs

The you can run the truncated regression for the second hurdel (continuous variable which has a censored nature)

Stata syntax: truncreg DV IVs
