Check the gate pulses on the terminals of the power switches to check the well operation of the gate driver circuit and the switches checking.

Does the driver of power switches (IGBT or mosfet) operate correctly ?

Some of drivers require active High signal for high side gate drivers input, and active Low pulse for low side (some of ST drivers with implemented dead time). If You use active High for both - high side and low side power switches the inverter will not work at all.

Check on the high side and lowside drivers.
