Commercial process on reduction of cold bonded coal-iron ore composite pellet?

There are several papers on successful "reduction of cold bonded non coking coal-iron ore composite pellet" in laboratory and pilot scale. The successful tests have been done in different setups like rotary hearth furnace, rotary kiln, ....The only commercial process in literature belongs to Kobe steel (Fastmet, Fastmelt, ITMK3). Why other entities have not commercialized such process? What are the reasons that the successful tests have not been commercialized over 25 years?
