Cite score is a similar indicator for calculating the average citation per published paper through the Scopus database; whereas, the Impact Factor (IF) was calculated through JCR (Journal citation report) by Web of Sciences (WoS) database.

I wonder about these two indicators (Cite score and Impact factor)! Which one is worthy of evaluating the paper quality? Some journals have high Cite scores but lower IF? Some have similar scores for both indicators. My question is why the Cite score and Impact factor of a journal varies? What are the criteria for these two citing indicators of a Journal?
