Circuit Breaker rating is in KVA or MVA?

For any circuit breaker to install, what must be the real consideration? KV or MVA? Circuit breakers are installed by considering voltage levels, for example vacuum circuit breakers are installed between 22kV and 66kV. so does current has nothing to do with circuit breaker's making or breaking capacity? Please share your opinion.
