I didn't get your question. Are you trying to ask if therer is way of finding that by laboratory experiment regarding effect of radiation in different cell cycle phases or more the mathematical one. As in general after radiation in normal cells: cells are 35-50% 10-20% and 25-30% in G1, S and G2/M phase, but in tumor cell its different case and really depends of cell type context as they have impaired checkpoints.

The basic assumption in my question is Target Theory (Single Target-Single Hit).
Suppose that each cell in a tumor has one target and this target will be deactivated after a dose fraction of radiation with probability q1, q2, and q3 when this cell be in G0/G, S , and G2/M phase, respectively. My question is that, is that any estimation for q1, q2, and q3 based on experiments? the type of cancer is not matter here, however the cell is assumed to be human cell.

Each cell type has an inherent radiosensitivity and I think there is no way for such a simplification to consider single q1, q2 or q3 for all cell types.
