However, learning and earning is, first and foremost, a private investment; governance can only invent reinforcing frameworks for people education. Young people need excellent mentors who are biographical examples of alternative pathways in life; so, I do think that the W.Disney quote is fitting here.
Education should be prioritized. Education should not lead to brain drain to a country hence suitable opportunity to use the knowledge base within the country should be developed. The economic demand later creates a trust on balancing the demand.
I think education should be among the top priorities of any government because rest of the things are education dependent

Governments should prioritize the heritage of education over the accumulation of cash. Education is always life-affirming and life-building, whereas cash can be used in a variety of ways, many of which are life-denying (like constructing weapons).

Education definitely but without implying that financial resources, earnings and reserves are of no value. The kind of knowledge, its value for development, its regard for cultural survival also need to be stressed. I share Krishnan's concern that education should not lead to brain drain which appears to be an unplanned current effect on many countries, especially underdeveloped ones because highly and appropriately educated individuals are freely mobile in a globalized world and they usually move to cultural and economic power centers.
