I am looking for a tool-database that will allow me to determine in which cancer or cancer cell-line a set of genes is up or down regulated at the expression level. With all the cancer databases and tools available I assume that such a database visualization should be possible but having hard time finding it.

We already have developed and presented a big graph database that collects data from several bioinformatics resources. Thanks to it now we are able to easily solve complex bioinformatics scenarios and queries like yours are very trivial. It is not yet available on line because its web interface is under construction, but we hope to release it asap. Look at our recent works for further info on BioGraphDB.
