-sometimes researchers are talking about the same thing than you but do not use the same vocabulary or key words : it is important to check synonymous and find the different ways that people name tqm. That could make it possible for you to join various littératures that address the same problem in various ways or levels. check other key words that you can use that are related to tqm. For example 'quality management' 'construction sector' 'iso9001'... And so on.
-you can use various research databases. Researchgate is great, you can also use Scopus or science direct. Maybe even cumincad.
