Since policy impacts (short-term, long-term positive and negative} can only be evaluated after implementation, I would suggest an Action Research Design where you collaborate with the target group to describe the situation before the policy was implemented, describe the implementation procedures and describe the effects six and twelve months after implementation. This is essentially qualitative data.
