So, can you suggest any Environment (Govt/Private), where the proposed MANET routing protocol performance be tested for Disaster Response Applications?

I think you can use NS-2 or NS-3 to model the wireless signal propagation and the obstacle using shadowing equation. So, what you do is as follows:
1) Select the parameters of propagation such as path loss exponent, wall attenuation factor, Noise Factor, Interference Factor, etc.
2) change the equation of shadowing model in shawdoing.cc and TCL files
