Do you have any idea about the submission fees for each of these journals and how quickly they process requests and provide feedback?

Certainly "how to fish" is precious & phenomenal in comparison to get a fish.

This question by you wont be your last one in this regard, also cultures are different and people may not be eager to answer or want to answer after answer and so on. so why don't you learn and be independent. It is very easy.

First, if you or your university has access to WOS (ISI) you can search the topic that you want and then after retrieving the found titles, the wos system itself provides you many options, one of them is ranking the found items (articles) according to the journals that have published those article from top to down you will see which journal publishes most articles about the topic you have, then second journal and ... so you can chose easily.

Also you will have other options for example what journals are in English, or other languages as specified. What countries, what researchers with most publications in the topic you want, all help you when you need them. May be later in your studies.

Also you will find system librarians or reference librarians that are familiar with these citation databases in your university and ask for their help. If you are worried. Other Ph.D. students, specifically those in pure sciences, Medicine and Engineering are generally familiar or really familiar with these tools (as like you, they needed and need to rely on these databases mainly for literature review and beyond)

If by no means you have no access to citation databases you can use Google Scholar. Simply find the best and most important keywords in your research and search them, better to use advanced page of Google Scholar. So may be start with

"Machine Learning" and "clinical outcomes"

many retrieved items? add other keywords to limit it, if not many items, omit some of your keywords. then have a look at each title, open it, see the journal and then go to the website of the journal and find "instruction to authors" and/or publishing fees. Read them carefully.

Unfortunately for long years professors, guides and supervisors of PhD students don't help their students. In reality an untold rule is that if and if a professor is completely familiar with the topic of a would be PhD proposal, accept it. In that situation S/He can find you the best journals, because S/He published in them before. But now, no, the don't help and only want the published paper (done purely by PHD student) mostly.

Be careful don't go toward predatory journals, they destroy your future. In RG discussions and many published papers (in RG and Google Scholar) you will find out whys.

also of prime importance:

In first several cases that you submit your manuscripts to journals, you must be very careful of your writing and syntax (politeness, attitude, gratitude, avoiding anger, avoid degrade peer reviewers, avoid challenging them and their views...and ...and)

know that there is no court for journals, therefore only you have to persuade and justify..
