I want to understand if this energy can be used to vaporize a liquid fuel for premix.
1) You can put in contact the fuel pipe to the exhaust pipe, to get direct heath transfer. Dangerous!
2) Normal Turbochargers on cars use the pressure of the exhaust to run the inlet turbine
3) You produce steam with exhaust heath, get electricity, use this electricity.

You can use the heat of the exhaust to preheat the air. Many years ago we had to point the inlet pipe of the air filter to (winter) or away from (summer) the exhaust line. Most modern cars do that automatically.
Fuel preheating is possible, of course, but as the enthalpy of combustion is much higher than the enthalpy of evaporation, you would merely recover a minor fraction of the wasted energy.
For a better energy recovery you need a second heat engine, e.g., a steam engine, as Giorgio suggested, or a Seebeck generator (“thermopile”).
