I think millenials (because I'm old and my kids are millenials) but also because I think the teaching methods that have been used in the US, the learning standards, are so outdated, boring, and I just don't think kids are engaged anymore. That was my experience about 11 years ago as a teacher and I had to strive to research how to make learning more interesting. One problem is textbooks. Grades 1-12 textbooks are not only boring but outdated and inaccurate. The other is rote memory. From a special education teaching perspective, make "school" more like how we learn in college (collaboration, technology, real-life uses) would turn a nation of robots into geniuses.

I could talk about learning in my country (Cyprus), in which, especially at compulsory and post secondary education level, this is absolutely ineffective and boring since it is mainly based on a rote and exams approach. Post compulsory secondary education is geared towards university entrance while critical thinking teaching approaches are absent. In history teaching the main approach is ethnocentric, while all crimes committed against the other main community of Cyprus-the Turkish Cypriots-are ignored. The same situation applies to the other side of the divide.
I think that 21st century students are less enthusiastic than old generation who were taught taught traditional methods of pencil and paper. The new generation do not make the same efforts of the old generation students. Every thing is easily accessed by the modern generation through the internet and modern media facilities.

The term "21st-century learner" is generally used to refer to certain core competencies such as collaboration, digital literacy, critical thinking, and problem-solving that advocates believe schools need to teach to help students thrive in today's world.
Greater use of technology with global learning institutions emerging and less higher education state and institutional education. Already many state financed universities are spreading rapidly into other areas of the globe from their traditional bases.

Despite the widespread use of modern teaching aids and programs, it is important to maintain contact between people, since knowledge, like skill, is better transferred from hand to hand (or from mind to mind). Therefore, it is important not only to fill the student’s head by knowledge, but also to teach them how to think.
Modern students, according to my observations, have a rather utilitarian approach to knowledge, as a set of recipes for all cases of practice. But not all cases can be provide. Therefore, it is necessary to teach not only to the sum of knowledge, but also the general approaches to understanding of unknown, as well as errorious states.
Besides learning, a school (of any level) has always solved the problem of socialization, i.e. developing skills of interaction with individuals, groups, society and the state. This feature also needs to be continued.
