I would like to know the applicability of the NIOSH equation in a food grain warehouse where the activity is mostly lifting , loading and unloading gunny or plastic bags containing food grains.
You should be able to use NIOSH equation. It could be useful to check prerequisites of NISOH equation, e.g. lifting should be frontal, standing posture, etc. At least, it shows you the parameters to change (and how; e.g. decresing horizontal distance of the load from bosy.)
I would have thought the HSE MAC asessment tool which you will find here: http://www.hse.gov.uk/pubns/indg383.htm. Is a lot more simple and practical evidence-based and comprehensible to well informed employers
I agree about MAC. In fact, we prefer it a lot, precisely because may be used in many situations where NIOSH equation falls out of use, as stated by its manual.
The revised NIOSH lifting equation can be used to analyze lifting and lowering of bags. Hand Coupling should be set to poor due to the changing shape of the load.

You can download the "Application Manual for Revised NIOSH Lifting Equation" from this link http://www.cdc.gov/niosh/docs/94-110/pdfs/94-110.pdf . This manual have good details about the NIOSH lifting equation, and the example 3 on page 70, gives a material handling situation with bags.
As you may read in the Applications Manual For the Revised NIOSH Lifting Equation, section 1.2. Lifting Task Limitations, "The equation also does not apply to lifting unstable loads. For purposes of applying the equation, an unstable load would be defined as an object in which the location of the center of mass varies significantly during the lifting activity, such as some containers of liquid or incompletely filled bags, etc."
