Definitely not. One person put onto RG that he did that (submitted the same paper to two journals) and it caused him lots of worry and problems for everybody involved.

Yes sir, you can submit a paper to as many journals as you desire. But see this from management and financial angles.
Invariably, the journals are not existing for charity. It is their business.
There are many journals who levy processing charges, APC. So long as your are willing to pay you may submit the paper to your heart's desire. No question of ethics, as you are paying for the services.
Then there are journals who do not levy any processing charges. It is well known that such journals, generally, work with reviewers who are engaged on voluntary basis. The paper is sent for review to minimum of three reviewers.
Put yourself into the shoes of these editorial boards, and then decide what you could do and what you should do.
Submit it to one and only move the paper to another journal when it is rejected. You could withdraw the paper in the first journal if you did not receive any response to your inquiries.
