OpenFoam is a general purpose PDE solver based on Finite Volume Algorithm to solve flow related problem which has the following capabilities: Incompressible flows

Multiphase flows, Combustion, Buoyancy-driven flows, Conjugate heat transfer,

and Compressible flows. 

It now depends how do you formulate your fouling problem. If it's deposition of particulate matters in a fluid medium on a solid wall, this can surely be done. It should be noted that, OpenFoam has only basic solvers to solve the equation of motion of each phase, however fouling growth requires physical model for particle-particle  and particle-substrate attraction forces which need to coded and need to incorporated as momentum source terms.

You should provide your governing equations in the question.

I would recommend COMSOL as general PDE solver. It is not open source but very user friendly especially if you don't want to go much into coding.
