The standard is BLE Advertisements are sent on Advertisement channels (37,38,39). Can we use data channels as well to send advertisement packets? Provide reason behind the answer.

This is a conceptual answer and you can thought it by your self. Since every channel is dedicated to transmit data in digital form. Then you can send data on any channel provided that that the data rate fits in this channel. In addition the quality of service that is the bit error rate is satisfied.
Then comes the formatting of the data packets in this channel. Then in order to analyse the data packets in the receiver and interpret them the receiver must equipped with hard ware and software to do this task.
If the advertising packets are arranged in different packets other than the data channels one can not transmit advertising packets on data channels.
Even if they satisfy the rate and the quality of transmission.
