I feel you have received the answer. It is unethical to repeat same thing twice. Many people especially third world countries do. However, at the same time, if it is submitted paper and you are awaiting for the outcome, that case it is okay for partial presentation. This is my philosophy.

I believe you can present your published work at a conference, provided the conference did not say you couldn't. Conferences are meant to share outcome of research - published or unpublished. However, if the conference requires that you submit a paper on your presentation, it is generally assumed that the work is not published. You can always check with the conference organizer to be sure you are not violating anything.
I think, to present the ideas (own results) in any conference is allowed because the conferences are the platform for sharing ideas and further discussion. To publish the contents (from published paper), you have to careful about the copyright issues. This my view.

A conference is a meeting of academics of a particular range of disciplines to discuss the progress in these disciplines. Here I often encounter that findings are presented that have been published already. I would be unhappy to just hear a presentation of a paper I already did read, but some findings embedded in new aspects is certainly not only possible but even an advancement of the discipline.
