Is it recommendable to implement a questionnaire written in another language (for example English) if the participants of the sample have enough level to understand it (let us suppose a minimum of an FCE - CEFR B2 level) although it is not their mother tongue (for example Spanish)?
In case of qualitative research I would find it acceptable since the alternative would be that the researcher cannot access the original data and it can be expected that information will get lost in translation. However, the fact that the research was not conducted in the participants' mother tongue and potential bias resulting from this should be reflected upon in the discussion of methods.
In case of quantitative survey, I see no problem in translating the questionnaire by a sufficiently qualified translator. However, here, too, care must be taken that the translation conveys the meaning of the questions correctly.

why not?
It depends on the goal of the questionnaire. If you want honest answers, it is best that the questionnaire be written in the native language of the participants. I am reading the word "questionnaire" as "survey." If your "questionnaire" is part of an exercise in a foreign language class, of course, it must be in the language taught.
