Can we have OPC as a control mix for a mix containing high early strength cement, fly ash and silica fume?
Yes you can, but if you make a high early strength cement as a control that will be very much accurate and good. As you are adding fly ash & silica fume in high early strength cement and studying properties of the mix, this means you have to make high early strength cement as a control because cement itself have variety of types ranging from Type I to Type V.

As long as you retain exactly same mix proportions such as w/c ratio, dosage of superplasticiser, fractions of fine and coarse aggregates, etc, you can use any type as a reference to compare the performances of other types.
It depends what you are studying.You should change one of your minerals and its properties to find the effect of it on your mix thus the control mix should have cement and one of your minerals.
The OPC used in your blended binder and in your control has to be same. You can also try using any rapid hardening type cement in your control and composite mix.
