Chlorophyll concentration in units of mg/m^3 becomes maximum at certain depth and then reaches to zero as we go down to 1000 m and so on. If I have data starting from , say , 7 meter depth. Can I assume the value of Chl-a at surface level same as at 7 meter depth ?

It is not correct to assume the same value up to surface. From the available BGC floats data, I find that it is not the same value and the value can differ to 0.05 mg/m3 (some times even more). If you want to do more analysis on this, then you can use the data from Bio-Argo floats deployed in the Arabian Sea and Bay of Bengal.

Actually, as you suggested, I am using Bio-Argo data. Data in such floats are starting near 5-7 m . So I wanted to know how much I am correct if I assume the surface value to be same as the first available float value.
Actually data from Provor-BGC floats manufactured by NKE, France has data starting from ~ surface. The data you are mentioning might be from Apex Floats which has data only from 5 - 7 m. Try using only NKE floats data and check for these values.
