Different Meteorological agencies use different method for reporting averaging wind speed (e.g. 1-min, 3-min or 10-min). IMD uses 3-min Sustained wind speed to classify low pressure system. I want conversion from 1-min to 3 min average wind speed so that I can use other wind speed data to compare with IMD. Few reference documents are available , but simple conversion formula with moderate accuracy would do my work.

For every 3 minute value, add each of the three 1minute values and divide by 3. The result is the average 3 minute value. I used to do similar work in excel workbook software with no issues, often adding a column that numbered all values consectively. It sometimes takes some thought to develop the logical equation. Basically if the first three 1 minute values are 6, 10 and 9 mph, the sum is 25 mph/3 = 8.3 mph for average 3 minute value. The excel equation would pick the first 3 data cells, add them and divide by 3, and deposit value in a new column. Same for next three values, deposit value in next row of new column, etc. Someone experienced in using excel software for data management should be able to help you accomplish if not familiar.

Further I have values of 1 min averaged Maximum Sustained Wind (MSW) Speed. Only one value of maximum 1-min averaged MSW, is there anyway to convert that to 3-min average MSW ?
