Yes. TBV is equivalent to EBV for very low heritable traits under a constant environment over a period of time
The BVs depend on the estimated accuracy values. The higher the accuracy, the greater the probability of reaching BV that is closer to the truth.
It further depends up on how both Natural and Artificial Selective forces mutually interact taking into consideration the genetic forces controlling behind them
