No. Fluorescent optical spectrum is caused when valence electron is excited into optical levels. So far thermal excitation is only the known means of causing valence excitation resulting into the familiar atomic spectrum of an elelment.

However, latest findings unfold that beta, gamma, or X-ray generates Bharat Radiation within the same excited atom of radioisotope or XRF source that causes valence excitation resulting into UV dominant optical emission.
