Recently I, got opportunity to oral presentation of my research paper in "international conference", abstract of which is published in private circulation of that publisher. Can I send the full length paper for publication in other journal? Does it requiers permission?
if this only abstract, then you are free to publish. If, however, these are "proceedings" - then your situation depends on publisher. Perhaps it would be wise to mention this in the cover letter, and possibly get a permission

If the abstract of your research study is published in a conference proceeding, then you can definitely submit the full-length paper of that study to a journal. There might be some indexed journals that sponsor some conferences and the best studies presented in the conference are selected to be published in full-length in those journals. So, that is the different case. As long as it is only the abstract published in a proceeding, you are completely okay to submit the manuscript to any other journal.

Any paper will be designed according to Journal and review policies. I think we can not conceive research paper without considering the publication vehicle. Conferences could be used as a bridge and stage in the knowledge production process.
If only abstract of your paper is published in the conference proceedings, you are absolutely free to publish the full paper in any journal.
However, It is ethical to mention, in the acknowledgement or ethical statement section of your manuscript, that this paper has been presented in the said conference. That's it. You can go for publication without any worry.
