I totally agree with this proposal. The richest countries have thousands of college students willing to sacrifice themselves to excellence and start a business - supported by all kinds of private investors. Developing countries need to support Innovation and Creativity.

Small and medium firm development by entrepreneurial and innovative people is most welcome and needed, in boom and bust times. However, the current global dominance of the total (fiat) monetary economy, with a private monopoly for commercial banks to emit credit money, makes your plans (ideas)very unlikely, i.e. liquidity is pumped into assets for economic rent and not into entrepreneurial productivity. The correction of this economic systems error will take, at least, a decade, i.e. the full motion of a new economic conjuncture and new economic ideas ('also reshaped old ones'), e.g. the political switch from voting to bargaining in capitalist market societies, leading to economic democracy.

I think in many countries the levels of activation of entrepreneurship and innovation are quite high but policies/strategies at both national/firm level fail to recognize the heterogeneous nature of small and micro enterprises thus dampening the entrepreneurial spirits. Secondly, if countries were able to truly measure innovation among small and micro enterprises it would surprise many the role that innovation can play towards growth. In other words the metrics for measuring innovation may be one key missing link.

Don't forget the role of corporation in economic development. Without such institution of corporate firm which can transform the ideas and technology into the economically valuable goods and services in a large scale, entrepreneurship and technology are of no use for development how plenty of them exist. No way. There´s no ¨policies¨ that will activate anything except debt, job destruction and capital diversion. Keynesian policies destroy savings, thus investments are impossible, increase debt, also job creation and creativity/innovation are stifled in the real world. Dear Dariusz Prokopowicz, you pointed one of the most important issues for development : Most policies for fostering entrepreneurship insist mainly on finance, training, etc, on hard policies...and lack emphasis on Cultural Policies of Entrepreneurship. Hard Policies ( World Bank recommendations and of other institutions) have to be questioned. Often these Hard Policies are undermined by bureaucracy, corruption or simply entropy. Yet, these last 30 years, A bulging literature has been discovering that Entrereneurship Spirit is largely distributed in the world within different cultures and places. Many authors agree with its endigenuity in different contexts. And that what makes difference in its effectivity seems to be the cultural value assigned within the society to the attitude of entrepreneurship and innovation. In a situation where pro-ecologic innovations are also developed, including the new ones, including new technologies of renewable energy sources, then pro-development anti-crisis, Keynesian socio-economic policy acquires additional attributes of modernity taking into account the protection of natural resources of the environment.

In this situation, the classic pro-development anti-crisis, Keynesian social and economic policy is transformed into an ecological socio-economic policy implemented into the economy as part of the promotion of sustainable pro-ecological socio-economic development taking into account the new green economy principles.

How should the national, pro-development housing policy be shaped as one of the key factors of the state's economic development?

In my opinion, construction is such a booming and developing sector of the economy. However, in the context of the current processes of long-term business cycles, the slowdown in economic growth recorded since the end of 2018 in many countries and in the context of the state finances, the following are the current questions.

In my opinion, construction is the key pro-development sector of the economy, which also significantly affects the material situation of citizens. Housing and social policy are usually important elements of socio-economic policy, which significantly affect the standard of living of citizens. However, in the context of the current processes of long-term business cycles, the slowdown in economic growth recorded since the end of 2018 in many countries and in the context of the state of state finances, the following question is up-to-date:

In a situation of a balanced state budget, a low level of indebtedness of the state finances and current economic realities, can a large-scale state-supported housing policy and social policy be promoted and promoted on a large scale?

In connection with the above, the key questions are as follows:

Regarding the current problems regarding the economic, financial, material and housing situations of the households in the context of the economic policy, we consider that depending on the economic growth rates and especially on the quality of the economic growth at the level of each state can have an impact directly at micro level. Moreover, if we take into account other external factors that influence our global economic development, we could even address biodiversity, given that we are celebrating the International Day of Biodiversity today. And in this context I would mention “Biodiversity and nature’s contributions to people are our common heritage and humanity’s most important life-supporting ‘safety net’. But our safety net is stretched almost to breaking point,” said Prof. Sandra Díaz (Argentina), and Prof. Josef Settele (Germany) and Prof. Eduardo S. Brondízio (Brazil and USA) “The diversity within species, between species and of ecosystems, as well as many fundamental contributions we derive from nature, are declining fast, although we still have the means to ensure a sustainable future for people and the planet.”

Considering the current context of public policies on social housing as well as those for young families, I believe that at policy level we need to report these decisions to growth rates and the quality of economic growth in a context of sustainable development of economies .

Innovation and Entrepreneurship is a very important factor. We must keep in mind, however, that it is more and more difficult to sell not to produce.

Supporting entrepreneurship development within the SME sector is a priority at both European Union and national level, as this category can contribute to the sustainable development of the economic sector both economically, financially and especially socially. The number of SMEs at both national and European level is very high, i.e. over 90% of the number of economic agents. Encouraging SMEs through financial and fiscal measures and financial incentives to boost entrepreneurship can contribute to a more dynamic and flexible economy, with the role of SMEs being larger than large companies, which are considered to be the backbone of any modern economies. Moreover, as the family is the basic cell of society, we believe that SMEs are the basic cell of the economy.

In highly developed countries, in which, thanks to technological progress and growing production, the standard of living of citizens is increasing and the possibilities of pro-social implementation, active social, socio-economic and housing policies are increasing. Contemporary developed interventionist socio-economic, fiscal and monetary policies etc. in highly developed countries enable their use, i.e. socio-economic policy as interventionist, post-keynesian, anti-crisis, stimulating consumption and / or entrepreneurship and innovation in a situation of progressive decline in economic growth and change the scope of implementation of this socio-economic policy in the context of the cyclical nature of economic processes, realized in many years. One of the interventionist elements of socio-economic policy may be the activation of entrepreneurship and innovation. one of the key instruments of this policy are fiscal instruments and a good state of public finances is necessary, ie low public debt and budget deficit if it is not possible to generate a budget surplus.
