We used the IPC codes for a new feature in our "IP Industry Base" (http://ipib.ci.moez.fraunhofer.de/). With the feature you can find an IP practitioner which has the most experience in a specific technology class. Simply add an IPC code like "G03G" into the orange box at the start page.
With the CSV files we want to make the feature more convenient. The user should not only be able to add an IPC code, but also the name of the category (and getting the recommendation of an approproate IPC code).
It would be great if you could share your thoughts on this feature in the IP Industry Base.
We are aware of the CPC, but we had to incorporate patent analytics into the IP Industry Base. And these analytics were based on IPC. You can now see the result at http://ipib.ci.moez.fraunhofer.de/ .

To answer your last question. This "Where is the expertise?" tool in the IP Industry Base should help technology managers (or other decision makers) who are looking for an appropriate IP practitioner. Hence, our project is more company-oriented.
