When I want to obtain importance of every criteria and alternative, how can I prepare a questionnaire for this goal? Is there any source that could be helpful?
If you have the Expert Choice software, a software that implemts the AHP Algorithm, you can generate the questionais automaticaly, after include the goal, alternatives ans criteria. It is very useful.

I would suggest you to cluster them if possible. To this, you may consult with some experts in your field. Alternatively, you may use another MC technique.
In the literature, (see the link below) the recommended total number of criteria to be handled is seven (plus 2 = 9) due to the limitations on human performance, memory/attention span.

Can I do the pair-wise comparison only Between the first criterion and the rest of the 9 criteria, Then I extract the rest of the criteria's pair-wise comparison algebraically using the transitive relationship theory.
You may reduce the number of criteria by ranking them with respect to your objectives before finalising your questionnaire. If you have, for instance, 50 of them, you can ask some experts to prioritise them with respect to the goal/objectives. Then use the top 4-5 to design the final questionnaire.
