I am afraid that such a guidelines do not exist. They depend on country laws, but I believe that most of them do not have such laws. Furthermore, the associated risk could vary a lot between ecosystem, so there is no way to provide universal guideline.

Dear Mostapha. For europe you must have a look at the various document of european framework directive on water quality, like the directive 2013/39/UE. I guess you can download them from the european council website.
