The bar chart indicates the relative gene expression of AKT1 gene compared with  ActinB expression as a  housekeeping gene in different CRC cell lines. According to the results, it seems like that the calculations are done based on the Livak method; however, the data presented in this chart are incomplete. 

Based on the available information, it can be concluded that the gene expression increased relatively in four out of nine cell line; ranging from 1.195 to 1.988-fold. The lowest rate belongs to Hek 293 cell line with an increase of about 19%. However, we can not say that whether this increment  is significant or not. To find the answer of this question, we need the reported p-value or 95% confidence interval which might be provided in the main context.

As the last point, in this bar chart, the error bars refer to the standard deviation (SD).  Knowing whether SD error bars overlap or not does not let you conclude whether difference between the means is statistically significant or not. It means that when the difference between two means is statistically significant (P < 0.05), the two SD error bars may or may not overlap. Likewise, when the difference between two means is not statistically significant (P > 0.05), the two SD error bars may or may not overlap.

In this figure data has been shown as fold change in relative expression. Here, first they have calculated the relative expression by normalizing delta ct value of Akt1 with beta actin. After that they have calculated fold change, in relative expression of AKT1 in Aspirin treated sample with respect to the control. So in this data '1,0' is representing AKT1 expression in control samples and 10,0 is representing 10 fold increase and 0,1 is representing 10 fold decrease in expression.

Now, in case of HEK expression is near to 1,0 so it means aspirin treatment is not changing AKT1 expression in compare to control and the value mention with each bar should be p value.
