I think reviewing is not an art rather a power which develops by practice a long time. On the other hand, anybody is not capable doing this without having particular knowledge of the subject.
Its not only academicians who perform research and publish articles, medical experts, business experts and others in private organizations that are non-academic equally publish very useful articles.
Many professionals work outside the academia and part of their job is to do research and publish a peer review articles. In the same vain, many major companies have Research and Development [R&D] Departments that own so many patents even more than those in the academics. So, they can publish a review article.
In case of educational or academic areas it is not necessary that a person should remain in the education field & should carry out his activities .Whatever the areas of our career for our progressive achievement if we remain a senior position of management areas we remain the member of the management faculty team with their employees where we receive an opportunity to give our lectures . Besides with our knowledge we receive the invitation from institute of repute where we are getting invitation & to offer our talk in line with our invitation .
With this to publish review article it is not necessary to be member of academic areas as with our experience we can certainly present a review in a better way both beneficial to institute & also the member of the faculty .
if the question is about the principle possibility, then the answer is of course - yes.
But here there is a big question about what quality review can be written not by a specialist in a particular field. I would be skeptical about such an idea
