below I have attached a picture of the wasp in question, has an average of 1 cm of lenght and 0,4 cm in width,
behaviour was not hostile, no nest was recognizible or found.

Can you tell us where the picture was taken in as much detail as possible? There is nothing in the background that provides a clue. Country, province? The background looks light, a desert area?
From wing position, Vespidae. It is on a fence post or telephone pole. It is probably gathering wood fibers for nest building.
@Timothy A Ebert , it was taken in the Peruvian desert , 1cm lenght, 0.3-0.4 cm widht, non hostile behaviour, they were seen in groups gathering near water fountains, colors of the lower back were black and yellowish Green
