Please guide me as to the most scientifically accepted way of removing pollutants from petroleum refinery wastewater, especially sulfide, O&G, COD and others. Also I need you to guide me on the formulation of synthetic artificial water mimicking the actual wastewater i will work on.

you need to do some analysis on the waste water to see what you have in it. Usually for this we use deoilers to remove fine hydrocarbon droplets, For the sulfide, an effective aeration can do for small concntrations, otherwise you need to use hypochlorides (eg. NaClO) to reduce sulfide and COD.
I don't believe you can make an artificial water to mimic pollutants removal.

You must measure the quality of this wastewater. Surely for this wastewater you need to use the many pretreatment process to reduse oil and grease, heavy metal, phenol and sulfide then you can use different biological treatment such as RBC, Activated Sludge Or SBR.
I would agree that you must fully characterize the wastewater. What are the problem compounds, especially the ones that trigger regulatory action? Also, Faraj mentioned Phenol and Cresol which could be a bottleneck in the treatment process. Also, to what quality are you trying to get the wastewater to?

There are number of ways to treat the refinery waste water known as "Produced Water"... I am agree with Faraj and Mark, first you have to analyze the waste water and then I suggest to pass this waste-water from sand bed filter, it will remove oil droplets and macroparticles, after this again analyse the water and then perform the next step to treat the produced water according to your desired range.
Depending upon the incoming waste stream you are dealing with, there are numerous ways of doing oil/water separations. One example that is common is using an API separator. Another method is using dissolved air flotation (DAF). Most biological treatments have a restriction as to how much FOG (Fats, Oils & Grease) is tolerated.
Using filters and carbon may come further down the line post-biological treatment.
If you use microbes, the best are Pseudomonas but you need to add any magnesium salt.. In Mg presence Pseudomonas use hydiocarbons as carbon source for metabolism..
