The definition you provide really doesn't fit your purpose. I would imagine it would be difficult to present a study of interest to journals based on the opinion of one researcher, no matter how well informed.

I think that journals are more interested in empirical studies, and you might consider collecting data from a larger sample of teachers who use digital smartboards, for example, and reporting on their experiences and opinions.

Some journals MAY allow short reviews, but I think many will not. If you have a journal in mind, check their information for authors to see what kinds of articles they will consider.

Initially, I would love to focus on being objective and not subjective when doing a research, study, or writing an article. To do so, as a researcher or an author, you have to tackle a problem and end with finding solutions for this problem. Every study must come out with conclusions in order to finally state some recommendations for further studies. It looks that the phrase you have stated could be used as a subtitle and not a title. It needs some additions and modification. One may ask, what is wrong with digital smart board? What is the problem?

I guess you can find local journals for publishing such paper. after all it's a topic which will come handy for teachers surely.

As an international journal I can suggest you "RELC" . They have added a "review part" recently which covers two modes : tech reviews and book reviews.

being scientifically critical enough in your paper , I guess yours will suit RELC's purpose as well.

I reckon if you put your opinions in the form of a review of the device but particularly the way(s) that device can be useful for an area of education, it will be accepted. As you specified, the opinion should be constructive and mainly should provide suggestions in case the device has limitations in serving the area at hand.
