As we know that template strand of DNA (3' - 5') is the only strand which can be transcribed in transcription activity, this strand is going to make pre-mRNA (5'-3'). Can another strand of DNA (non template strand, 5'-3') transcribed?

It wasn't transcribed, perhaps it could be used for inhibition of translation (antisense therapy).
Due to the nature of the bond between one base and the next (whether RNA or DNA) transcritpion only occurs in the 5'-3' direction. The RNA polymerase complex requires a promoter on which to assemble so with out a promoter transcription shouldn't occur. Why do you ask?
