Having in mind that the Likert-type scale only uses a five-point (or seven-point others) to answer on a single question. A full-blown Likert scale on the other hand uses a series of statements that explore different dimensions of a subject.
Can likert-type statements formulation derive solely from literature review without the need for scale validation?
If you can do that, although it is also recommended that you can perform the judge criteria analysis, and then evaluate the instrumental measurement evidence of the measure with reliability analysis, factor analysis, etc.
If you want to use scale for your study it's acceptable but to get the precise value the scale needs to be tested for reliability and validity measures before it used in the study.
