Can insecticides registered as foliar application be used as seed treatment?

I want to conduct a study on efficacy of some insecticides as seed treatment against Fall Armyworm. Currently, Cyantraniliprole is registered as seed treatment insecticide in Bangladesh. But I also want to explore the possibilities of other insecticides as seed treatment eg. Chlorantraniliprole, Spinosad, Flubendiamide etc. which are registered as Foliar application insecticide. Is it possible?
