New ideas, new concepts in science and art arise as a result of human creativity, innovation, emotional intelligence, the need for self-realization, the need to be appreciated by other people.
These are the values at the very top of Maslov's pyramid. Human higher needs arose through the evolution of human consciousness and intelligence under conditions of multi-generational development of sociobiological and psychosocial determinants.
On the other hand, artificial intelligence is being developed, which will probably be used in various fields of technological information services, including multi-criteria, based on complex data processing algorithms.
In view of the above, the current question is: Can innovations be or can be created by artificial intelligence or only by man?

To my (limited) knowledge there exist some algorithms have learnt to chat (Facebook's Dialog Negotiator: https://code.fb.com/ml-applications/deal-or-no-deal-training-ai-bots-to-negotiate/ ). Typically these algorithms are designed to mimic cognitive tasks that are typical of the human species.
Similarly, innovation is a cognitive task. The Design Community has been trying to develop tools that supplement and supplant the cognitive task of innovation (and ideation) for some time, under the theme of computer based design synthesis.
An invention can be a discovery, a product of the imagination, and even a falsehood. An innovation usually refers to something that is new, capable of being implemented, and begets valuable outcomes from meeting explicit or latent needs; from that perspective, innovation cannot be considered to be an event or activity but, rather, a concept, process, practice, and capability; and so, it is unlikely to be dreamed up by artificial intelligence. That said, responses to this query will very much hang on other definitions.
Innovation can be created by human being as well as AI. In coming years AI will find more useful in creation of innovations!
I agree that Artificial Intelligence could contribute to finding new ideas; e.g. scanning deficits of existing systems, products, and the like, compare and conduct research and polls and come to conclusions. But I hold the belief that there is a big emotional aspect included in creating new products for example, and this is something that we need human ability for.
I believe that AI tools could be developed and used to improve the creativity of people, and that we should increase our efforts in developing technology and tools that could enhance and help us improve our problem solving capabilities. We should be careful to distinguish the difference between developing new tools that could help us improve our problem solving capabilities, and trying to develop tools that could make solutions for us. Creativity is an inherently human behavior which we should aim to nurture and enhance, and thus developing tools that allow us to do so is extremely important, as creativity is the pathway that allow us to be finders of solutions and ever evolving beings. Technology has been a great tool that has helped us evolve and keep moving forward through time, and thus I believe it will continue to be. On the other hand, I believe Technology will never reach the point where it will be able to be "creative" on its own, and that we shouldn't aim towards that course as we would actually be in danger of loosing one of the most fundamental traits that makes us actually human.
although, all this tools and technology is main to boost and enhance our in-buried creative and innovative idea. But they are not main to create because is job we design them do is their limit, they do not have sens of reasoning but human do.
