Oxidation is very difficult to control and I have to impregnate the substrate biochar with the organic functionalized nanocatalyst. In order to work around this problem, I am considering the use of metal oxide nanoparticles instead of pure metal nanoparticles.

It depends on the temperature of your TCVD vacuum chamber. If it is around 200~250C, the oxygen will be available to be taken away by the purge gas pulse.
You can also try and add a reducing gas intermittent pulse in your recipe, to ensure oxide removal.

You can purge your reaction mixture with an inert gas like nitrogen and try a metal as a catalyst which has higher reduction potential. I mean a metal in the bottom of the electrochemical series with lower oxidation potential.
