Some scientific journal editors allow to publish original research as short communications (or brief reports, research snapshot, etc.). This applies to projects of smaller scope and/or significant material for rapid dissemination. I am going to publish such a short communication with interesting new data as a preliminary report. Can I reuse the same data later to publish my final research paper? Especially as the editors give the information that the results reported in the final original paper should "have not been published elsewhere" - does it apply to previous publication of preliminary reports?

Before Open Access this was not possible. If the paper is in Open Acess I am not sure but I doubt that it would be possible.
Then if the previous publication is not open access you are not allowed to use previous data. Exceptions may be if it is a review; for a review is the other way around, you cannot present new data. If it is a review and you want to present previously published data you need permission from the journal who published the data. There are forms to fill to get permission from the "previous" publisher.
