I get some papers from editors desk (ScienceDirect) for review. The submitted papers are not well matched with the scope of that particular journal but the quality of the submitted manuscript is good. As a reviewer, I can judge the quality of the manuscript not the scope of the journal. I think that editors send me those papers which fit well with their journal. Can I propose other journals instead of ScienceDirect? I don't think so. I need suggestions from learned reviewers which will help me for better evaluation of a manuscript.

If the editor has sent the MS for review, it is implied that the editor is willing to publish the MS subject to the recommendation of the reviewers.
The editors usually return the MSS to the authors which are beyond the scope of the periodical concerned. It is the authors' responsibility to check the suitability of publication in the periodical they are considering.
Alternatively you can communicate with the editor first stating that the MS seems to be beyond the scope of the periodical and in this circumstance whether you should start reviewing the MS or not.

@SB. Thank you Sir. From now, I will communicate with editor before I start reviewing. Recently, I have reviewed a manuscript (ScienceDirect) and passed the comment to the editor and the authors have sent back the revised manuscript. I see that another reviewer doesn't comment on the quality of the manuscript rather they have suggested for RSC and Wiley journals. I am confused with this situation. Your valuable suggestions will save my time and effort.

Usually if an article is out of scope of the journal's 'AIMS AND SCOPE" it is rejected by the editors. An author should see to it that his paper matches the journal's scope, because if he ignores this demand, his paper will suffer from low number of readers, and probably it will not be cited as it should be.
